Aclara Sets US$494 Million Dynamo Estimate After Basic Engineering Completion

MiningOct 20, 2026

Aclara Resources has moved Project Dynamo from a conceptual Louisiana rare-earth separation proposal into a more defined engineering phase, reporting that Hatch Ltd. completed basic engineering for the planned facility on October 13. The work supports a Class 3 capital estimate of approximately US$494 million, a substantially firmer but materially larger figure than the US$277 million Class 5 conceptual estimate disclosed in April. 13

The revised estimate is about 78% above the earlier figure. That does not represent a like-for-like escalation alone: Aclara says the project scope has expanded through added processing capacity and three additional separation circuits. The company expects those changes to lift total separated high-purity oxide output by about 157%, according to Engineering News-Record. 3

For investors and prospective lenders, the practical significance is that Project Dynamo now has a more developed technical and execution basis, rather than simply a broad development concept. Hatch’s basic engineering has further defined the plant design, capital requirements, operating costs and execution plan, Aclara said. The company has begun selecting an engineering, procurement and construction management contractor, although EPCM and other contractor selections are still in progress. 13

Dynamo is planned for an approximately 82-acre site at the Port of Vinton in southwest Louisiana, roughly 30 miles west of Lake Charles. Aclara intends to process super-pure mixed rare earth carbonate, or SPREC, from its ionic-clay projects in Chile and Brazil into separated high-purity rare-earth oxides. The proposed product mix includes dysprosium, terbium, yttrium, gadolinium, samarium and neodymium-praseodymium. 13

The expanded plant design matters because it would give Aclara a wider range of separated products than a narrow light-rare-earth operation. Yet the commercial premise still depends on future feed from the company’s South American projects once they are in production. Aclara characterizes that expected feed source as long-term, traceable and internally controlled; it is not currently operating feedstock for the Louisiana facility. 1

Aclara said its Virginia Tech demonstration facility is validating the commercial separation-process design. It has produced neodymium-praseodymium oxide to target specifications, while dysprosium and terbium oxide production is targeted in the fourth quarter of 2026. The company also reported estimated recoveries of about 97.9% for dysprosium and 97.7% for terbium, compared with prior 95% estimates, alongside respective minimum purity targets of 99.5% and 99.9%. Those are development and testing results, not commercial-scale output from Louisiana. 1

The immediate schedule remains ambitious but conditional. Aclara is targeting site preparation in the first quarter of 2027 and construction completion in the second half of 2028. The company explicitly qualifies the site-work target by financing and other customary conditions. That qualification is central: the engineering milestone reduces definition risk, but it does not provide the capital needed to build the plant. 13

Aclara has a potential funding route through the Export-Import Bank of the United States, which issued a nonbinding letter of interest for up to US$750 million for the company’s broader Louisiana platform. But an expression of interest is not committed project financing. It remains subject to due diligence, underwriting and approvals, and Engineering News-Record reports that financing for the project has not been completed. 3

The Louisiana air permit covered in September remains an important prior regulatory step toward construction, but engineering completion changes the financial conversation. Project Dynamo now carries a Class 3 estimate, a defined expanded scope and an outlined contractor-selection process. Its next material test is whether Aclara can convert that greater definition into a financed construction package in time to preserve its first-quarter 2027 site-preparation target. 23
