Ucore Rare Metals says it has secured an additional US$4.6 million for samarium and gadolinium process development, extending the work intended for its Louisiana Strategic Metals Complex. The September 14 announcement says the award supports process development in Kingston, Ontario, for deployment in Alexandria, Louisiana. It does not establish commercial production.1

The modification raises Phase 2 funding from US$18.4 million to US$23 million, a 25% increase. Including the original US$4 million Phase 1 award, Ucore puts cumulative funding under the agreement at US$27 million. These are programme awards, not a statement of cash received or unrestricted cash available to build the entire refinery.1

That changes the emphasis of Samarium’s August coverage, which examined Ucore’s repeated NdPr purity across different feedstocks. The new development directs additional funding toward two other products, while leaving the earlier questions about customer acceptance and sustained plant performance unresolved.15

The relevant engineering benchmark is the first machine, rather than the whole proposed complex. Ucore’s August 5 update described Enhanced Machine A with a 600-tonne-a-year total-rare-earth-oxide design capacity. The wider facility’s approximately 9,600-tonne annual design remains conditional on construction, commissioning, qualification, funding and permits. Neither figure is current output.3

After more than 400 equipment optimisation tests, Ucore selected the machine’s configuration. It planned further RSX-2 and RSX-3 factory-acceptance work for August and September. That makes confirmation of those results a more useful next milestone than treating the earlier equipment tests as proof of a functioning commercial refinery.3

Financing has also changed since the last Samarium article. Ucore reported that it repaid US$6.27 million of Orca principal and accrued interest on September 4, clearing facilities carrying 9% and 10% annual interest. A separate September 9 warrant exercise issued approximately 10.27 million shares. Repayment removes those borrowing obligations; the warrant exercise also expands the share count. They should not be described as a debt-for-equity conversion.2

The June financial statements provide a dated baseline: C$19.88 million in cash and C$6.50 million of operating cash outflow over the first six months of 2026. They also show C$3.41 million spent purchasing plant and equipment. These figures precede the subsequent financing and repayment announcements, so they cannot establish today’s cash balance or a reliable construction runway.4

For investors, the funding announcement strengthens the development case, while the commercial test remains ahead. The next evidence to watch is completed factory acceptance, successful commissioning and customer qualification, followed by consistent throughput and recoveries. Until those are demonstrated, financing progress and operating performance need to be assessed separately.35
