NioCorp’s Lockheed Scandium Talks Put Financing Ahead of Demand
United States | Canada
That scale makes the talks strategically important. It also sharpens the distinction between customer interest and an operating mine. NioCorp still has no production revenue, requires additional capital to build Elk Creek and has not disclosed final pricing, duration or binding purchase obligations for the proposed Lockheed supply. 4
The commercial signal is nonetheless stronger than another government grant or investor presentation. Lockheed is already working with NioCorp under a Pentagon-backed program to develop aluminum-scandium materials for defense applications. A supply agreement would connect that product-development work to a prospective feed source and give NioCorp a customer capable of qualifying scandium alloys for demanding aerospace and military systems. 169
The proposed 15-ton annual volume would also be large relative to today’s thin market. The U.S. Geological Survey describes scandium supply as highly concentrated and the U.S. government has treated domestic production as a defense-industrial priority. In August 2025, the Department of Defense awarded NioCorp subsidiary Elk Creek Resources as much as $10 million to develop a domestic mine-to-master-alloy supply chain for scandium, niobium and titanium. 67
For NioCorp, the key benefit is not immediate revenue. It is potential bankability. Development-stage critical-mineral projects often struggle because projected demand exceeds the volume customers are willing to commit to under financeable contracts. A credible long-term purchaser can help validate product specifications, establish an auditable demand case and support lender diligence.
NioCorp has already tried to cover that risk across Elk Creek’s broader product slate. Its April term sheet with Traxys contemplated marketing and offtake for remaining planned products, including scandium oxide, scandium metal, aluminum-scandium alloy, niobium products, titanium products and possible magnetic rare earths. The arrangement was non-binding and contemplated a potential investment of up to $30 million. 3
The Lockheed negotiations are more specific because they point to a named end user and a defined annual scandium quantity. They do not, however, solve the project’s capital requirement. NioCorp’s March-quarter filing states that the company earns no operating revenue and needs additional capital before construction and commercial operation. The company had strengthened its liquidity after substantial equity funding, but that cash must also support engineering, early works, alloy manufacturing development and corporate costs while the larger financing package is assembled. 45
The U.S. Export-Import Bank has issued a letter of interest for as much as $800 million of debt financing, and Elk Creek remains listed among EXIM’s pending transactions. A letter of interest is not a final credit approval. Final debt terms will depend on updated engineering, environmental and technical diligence, project economics, equity funding and the quality of binding sales arrangements. 810
Elk Creek’s technical proposition also extends beyond scandium. NioCorp is developing a polymetallic deposit designed around niobium, scandium and titanium, while evaluating recovery of magnetic rare earths. That diversity can improve revenue resilience, but it raises flowsheet, product-qualification and commissioning complexity. The mine must consistently produce materials that meet separate customer specifications rather than merely demonstrate that the elements occur in the resource. 24
Scandium creates a particular commercial challenge because scarcity has historically constrained both supply and demand. Aerospace users need confidence that a new source can deliver consistent purity and volume over long periods before redesigning components around aluminum-scandium alloys. Producers, meanwhile, need committed demand before financing capacity. NioCorp and Lockheed are attempting to break that circular problem by developing the material and negotiating supply in parallel. 19
The next catalyst is therefore not a share-price reaction or another non-binding memorandum. Investors need to see a definitive agreement that specifies volume tolerances, product form, quality, pricing mechanics, qualification milestones and remedies if Elk Creek’s construction schedule slips. They also need evidence that the agreement is acceptable to prospective lenders.
Until then, the Lockheed talks materially improve NioCorp’s demand case without closing its financing gap. The company is closer to showing who might buy Elk Creek scandium. It still has to prove when, how and at what cost it can deliver it.
